TORORO: Asuman Odaka writes to President Museveni

 

Muveni is driven on the Ntungamo – Mirama Hill road before its commissioning. This road forms a major cross-border link into the Northern corridor route and also connects to the road network of Rwanda at the border town of Kakitumba.

LAWYER AND POLITICAL ACTIVIST Asuman Odaka from Tororo Municipality has written a missive to NRM Flag-bearer and President of Uganda on the ongoing election campaigns. He is arguing for a bigger slice of the national cake for mineral-rich Tororo.

📌  MR. PRESIDENT, YOUR ANKOLE SPEECH EXPOSED THE EMPTINESS OF YOUR CAMPIGN CATCHWORD - #SecuringYourFuture

 

Salutations Mr. President/candidate Yoweri K.T. Museveni.

I am Odaka Asuman from Tororo Municipality.

 

MR  President, if your team of advisors and handlers were bold enough, they would have told you how much your Bushenyi speech utterly negated your campaign message that is centred arouond “#SecuringYourFuture.”

In addition to the treasonous utterances by Gen. Kahinda Otafiire (subject to a subsequent letter), the following were part of the accountability balance sheet you presented to the people of Ankole as a basis for them to elect you again in January’s 2021 general elections;

1️⃣ Uganda Technical College, Bushenyi infrastructure overhauled and transformed into a Science University

2️⃣  Kashenyi- Mitooma road tarmacked

3️⃣  Kitabi Seminary access road tarmacked

4️⃣ Ishaka- Katunguru road reconstructed

5️⃣ Katunguru bridge under reconstruction

6️⃣ Over ten tea factories built

7️⃣ Nyaruzinga banana factory

8️⃣ Ishaka- Ntungamo road done

9️⃣  Rural electrification and piped water, 90% of the sub-counties covered

1️⃣0️⃣ A number of agricultural interventions especially in the dairy, coffee and tea sectors

1️⃣1️⃣  Kabwohe-Nsika- Nyakabirizi road due for tarmack

1️⃣2️⃣  …..AND MANY OTHERS

 

MR. PRESIDENT, the records I have looked at recently indicate that the majority of Permanent secretaries are from Ankole and or its neighborhood, as is most District Police Commanders and Regional police Commanders, Majority of your senior cabinet ministers,  members of the high command of UPDF/NRA  and very many Army generals.

MR. PRESIDENT, need I add that majority of the commissioners in statutory commissions are from that same area, so are many leaders of government parastatals, many Resident District commissioners (RDC) ,  DISOS , chief administrative officers right across the country.

The list now includes most heads of academic institutions, students on scholarship both abroad and here in the country ….. MR. PRESIDENT, the list is endless.

President Museveni is currently campaigning in
Western Uganda

I once compiled a list of 1500 most influential government employee by name, position and place of work the shocking truth is that they are majorly from a very small part of the country that Uganda is.

As if that is not enough, MR. PRESIDENT, I will not be surprised if even the overrated youth livelihood programs, Women Funds and now “emyoga” is more beneficial to the youth of a particular area to the disadvantage of the majority leaving across the country.

Technical Know Who

It might not be by design, but that’s what happens when a system operates under the basis of ‘TECHNICAL KNOW WHO” not so much about meritocracy.

Therefore, MR. PRESIDENT, you will understand why many across the country are not excited about your campaign slogan of #SecuringYourFuture . Many people from the East, Central and Northern Uganda are ridiculing it. They are doing this because they do not see you SECURING the FUTURE equally for all parts of the country. They rightly feel left out, not able to secure guns (security and self protection), MONEY nor Education.

To crown this all, in your speech in Bushenyi, both you and your minister of East African community, Major general (Rtd) Kahinda Otafiire openly told the country that NRA is not ready to hand over power to anyone because there is A MISSION YOU HAVE TO ACCOMPLISH first.

In view of the fore narrated evidence, the unfinished mission seems more about excluding us, from other regions.

What About Tororo and all our minerals?

MR. PRESIDENT, when you came to Tororo on 27th November 2020, apart reminding us that now we SLEEP, telling the Etesot and Jopadhola to stop quarrelling, the only project you could lay claim on is the World Bank built municipal market. Is that what it means SECURING OUR FUTURE?

It’s very agonizing MR. PRESIDENT that when you speak about Tororo, its only about exploiting the minerals therein, increasing the revenue from Malaba boarder, the tourism etc but not about partaking from the national cake.

ODAKA: Anite is the only minister vigorously tourning the country
to campaign for Museveni

Do not be fooled that MR. PRESIDENT,  your votes in Tororo district will be secured by some people throwing huge stones and logs on the road to prevent Bobi Wine from campaigning here. In fact the road-blockers were making votes for Bobi Wine.

 MR. PRESIDENT, some of us who your system has grossly MARGINALISED are very TALENTED, ABLE, CAPABLE, CREATIVE and OUTO-DRIVEN. To turn our lives and our regions round, we don’t need HANDOUTS, we need HANDS-UP, DON’T GIVE US FISH, AVAIL US THE FISHING NETS.

MR. PRESIDENT, my feeling is that nobody is bold enough to tell you. From my observation, from every region you leave, people get more agitated than you found it.

 I hope you have also found out that you are a lone campaigner in the NRM presidential campaign. Apart from Evelyn Anite, there is no other person helping you to campaign. People are putting on yellow but campaigning for other candidates.

If other regions are silent about this, MR. PRESIDENT, be reminded that Tororo people’s future deserve to be SECURED now.
